HOW TO GET A PARKING PASS

The procedure for obtaining a Parking Pass in the busy Holiday Season is as follows:

EAGLE RIDGE HOMEOWNER NOTICE
At the meeting on October 14th, the HOA Board introduced changes to the Parking Regulations and clarified the responsibilities of the HOA and the Homeowner when it comes to landscaping. These changes will be adopted at the Tuesday, November 11th meeting. This notice is to give homeowners the opportunity to comment on the proposed changes and offer alternative ideas.
Parking:
While most residents adhere to the parking regulations, some aspects require further clarification. According to the Association’s governing documents, on street parking is prohibited both at night and during the day. However, the Board retains the authority to modify these rules as needed. The following are suggestions on this issue.
Parking on the street overnight is prohibited unless you have a parking permit. The HOA policy will be to give you one warning; the second violation within 15 days will result in a fine of $100. If the practice continues after the fine, each additional violation will be $100 up to a maximum amount of $1,000.
During the day, it has been suggested that we have alternate street side parking. Starting in January, cars parked on the street during the day would park on the even side of the street, February would be odd side of the street. This is truly necessary to allow the unimpeded flow of traffic for everyone’s safety, especially where emergency vehicles are concerned. It will be the homeowner’s responsibility to make sure their guests and people working at their home are aware of the parking rules. Violation fines are the same as specified for overnight parking
A simple Parking Permit has been developed and can be accessed and approved online. I will take primary responsibility for approval but would like two board members to act as backup.
Landscaping Maintenance:
Clarification is needed regarding the division of landscaping responsibilities between the HOA and individual homeowners. This is important not only for maintaining the community’s curb appeal, but also for managing costs appropriately. The current guidelines for landscaping responsibilities are outlined below.
HOA Provided Services:
The HOA contracts with Hulett Environmental to perform weed control, fertilization and insect control for lawns. Hulett will only be treating front lawns and lawns on the side of the house. These services are delivered every other month as specified in our contract
Grass is cut weekly from May through October and bi-weekly from November through April, weather permitting.
The landscaping company is responsible for trimming bushes located in front of each home and along the side of the home up to a height of six feet. However, the company does not trim ornamental plants such as bougainvillea or any special plantings installed by the homeowner.

Tree Trimming Responsibility:
The HOA has an established contract with Only Trees to trim the community’s original oak trees every other year. Homeowners are responsible for maintaining and trimming any trees they have added to their property after the initial development.
Original Queen Palms in the community are trimmed annually by Only Trees. In recent years, the HOA has also contracted with Only Trees to trim all palms within the community. The Board is considering continuing this practice.

HOA Meeting and General Items
The Community Board meeting was held at the clubhouse by the pool on May 6th, with all board members who are still in the area in attendance. There was a low turnout from Eagle Ridge community members, but we thank those who participated. The following items were discussed:
•
Financial reports indicate that the community remains financially stable. Homeowner payments are up to date except for two partial payments.
•
A contract for lawn fertilization and weed control was awarded to Hullet for six treatments per year. An email will be sent out when treatments begin.
•
After reviewing proposals for pool area cleaning, including the clubhouse and deck, Office Pride was retained as the provider.
•
Only Trees completed another tree trimming project in the community. Vegetation growing through the fence in the pool area was trimmed back three feet by the golf course and we thank them for their cooperation.
•
One new home sale occurred on Adobe Circle at a listed price of $490,000.
•
Frank Barrella and his ACC committee team are conducting home inspections to keep the community looking its best. Residents are encouraged to view these notices as reminders and contact ACC or Advantage Property Management for guidance or arrangements.
•
The Enumerate platform provided by Advantage Property Management allows homeowners to pay bills and access community news. Participation is encouraged.
•
Attendees discussed cleaning up the pool cabana area which has become cluttered. Several members offered to help initiate this process.
•
Issues with the flagpole have been resolved. Thanks to Marc from APM and Frank Barrella we are hoping to have the night lighting at the pool restored.
•
Parking regulations prohibit street parking during the evening and the daytime. We are currently looking at the daytime parking regulations. Please use some common sense and be sure there is room for emergency vehicles to get through when parking.
•
There are concerns about speeding, particularly because of the increase in young children within the community. The speed limit is 20 mph. Cooperation in maintaining safe speeds is urged to prevent accidents.
•
No meetings will be held during the summer season unless a special meeting is needed. Volunteers from the community are needed for various tasks. Young people are especially encouraged to volunteer.
